BRIEF HISTORY OF MUÑOZ WATER DISTRICT
       
        In July 3, 1987, a public hearing was conducted at the municipal session hall of the Sangguniang Bayan of Muñoz for the purpose of determining the consensus of whether or not to form a water district in the locality pursuant to the provision of Presidential Decree 198, as amended. The people who attended voted unanimously in favor of the formation of MUÑOZ WATER DISTRICT.

        In September 8, 1987, the Sangguniang Bayan presided over by the late Hon. Mayor Simeon T. Reyes approved a resolution (Resolution No. 100 s. 1987) organizing Muñoz Water District covering the entire geographical area of the municipality. At the same time a memorandum of agreement was also signed between the municipal mayor and board chairman of MWD, Mr. Artemio C. Veneracion providing the latter initial funding in the amount of Five Thousand Pesos (P5,000) in order to commence initial activities of the newly formed district.

        Following the formation of MWD was the appointment of its first Board of Directors, namely:

                         Mr. Artemio C. Veneracion - Business Sector
                         Ms. Alice A. Martinez - Women Sector
                         Ms. Visitacion A. Aromin - Education Sector
                         Mr. Virgilio C. Dionisio - Civic Sector
                         Ms. Norina A. Pulido - Professional Sector

        On October 2, 1987, the board in its meeting appointed Mr. Rafael T. Francisco as Acting General Manager of MWD authorizing him to sign contract and to effectuate the implementation of the construction of Muñoz Water Supply System (MWSS).

        In November 12, 1987, MWD filed Resolution No. 100 s. 1987 to the LOCAL WATER UTILITIES ADMINISTRATION (LWUA) and on January 25, 1988 Muñoz Water District was then awarded the Conditional Certificate of Conformance (CCC No. 328). The CCC entitles the water district to all benefits under PD No. 198 as amended.

        On February 1990, construction of MWSS Phase I Improvement Program commenced with LVF Construction Inc. as contractor under the supervision of LWUA Resident Engineer David Achacon Jr. Work items included the installation of 10.8 km pipelines, raising up of 273 cu.m. elevated steel tank, construction of a pumphouse with complete electro-mechanical equipment and other special items all amounting to P5,050,000.00.
        However, after almost a year of construction, LVF Construction abandoned the project for no specific reason. MWD was then compelled to undertake the project by administration. To compensate for the losses, due to the breach of contract, MWD confiscated LVF construction equipment. The MWSS Phase I Improvement Program was finally completed on December 11, 1991. It was inaugurated on January 26, 1992 with 300 initial service connections.
        Today Muñoz Water District is providing a 24 hour water supply service to its concessionaires manned by 24 industrious and competent management employees and 5 responsible board members.
